Belarus… where is it?

Belarus is situated in Eastern Europe between Russia and Poland. It’s territory is 207.6 thousand sq km (130 sq miles) and population of about 9.9 million people.

In comparison with other European countries, Belarus is slightly smaller than Great Britain and Rumania, 2.2 times as big as Portugal and Hungary and 5 times as big as the Netherlands and Switzerland. The distance between Minsk and the capitals of neighboring states is as follows: Vilnius - 215 km, Riga - 470 km, Warsaw - 550 km, Kiev – 580 km, Moscow - 700 km.

What is the capital of Belarus?

Minsk is the capital of Belarus and its educational, cultural, industrial, and scientific center. The name “Minsk” was derived from the Slavonic word “mena” (barter, exchange) because in ancient times it was the place where merchants from many countries of Europe and Asia struck deals and exchanged their goods.

Minsk is the major industrial center of Belarus. The economy is based on machine-building, in particular manufacture of trucks and tractors. Other products are: electric motors, bicycles, bearings, machine tools, radio and television equipment, refrigerators, watches, textiles and foodstuff. Minsk is also a big crossroad center with a developed network of railways, roads, air-roots and Metro.

The city serves as the main educational and cultural center with the Academy of Sciences, State University (founded in 1921) and numerous institutions of higher education and scientific research. It is the place where one can find the best pieces of Belarussian cultural heritage: museums, exhibitions, theatres, etc.

Is Belarus economically stable?

According to the World Bank country economic memorandum for Belarus “Belarus: Window of Opportunity to Enhance Competitiveness and Sustain Economic Growth” (November 2005), the experience of Belarus is somewhat at odds with the standard transition paradigm. Unlike most CIS countries, where economic reforms were partial and not always successful, Belarus thanks to slow restructuring managed to avoid some serious mistakes of the initial stage of transformation period. Present situation in Belarus and current tendencies in the global economy are quite favorable for pursuing structural reforms. The memorandum also notes the following:

1. Broad-based economic growth has solid economic and social basis;
2. Belarus reached the lowest poverty level among transition economies.

According to the European Bank for Reconstruction and Development Transition Report 2006, Belarus:

1. in comparison with other CIS countries considerably improved business climate and the quality of economic administration;
2. has the lowest among all CIS countries level of business financial losses due to criminal environment;
3. has comparatively low level of time losses related to bureaucratic hurdles;
4. has the lowest, in comparison with neighboring countries, share of people living below poverty level – under 2 percent (in Latvia – 11.5 percent, in Ukraine – 31.4 percent);
5. has the highest share of expenditure on health – 4.9 percent of GDP;
6. has one of the highest parameters of expenditure on education – 6.1 percent of GDP.

Three companies, EPAM, IBA and SAM, have well over 2,000 people currently employed in outsourcing. Belarus is involved with significant amount of outsourcing work, and in some cases more than other EE countries. Belarus was an “assembly plant” of the former Soviet Union, which resulted in a skilled and well-qualified labor force, along with a number of technical universities, schools, labs and scientific institutions. The Belarusian education system goes back to the time of the former USSR. There are many universities, institutes and colleges that train high-quality programmers, QA specialists, designers, etc. Every year, about 2,000 highly qualified IT specialists come to the market. CURRENCY: Belarussian roubles (BYR)

MONEY CIRCULATION: Foreign currency may be exchanged for the national or vice versa at the airport, "Currency Exchange" offices, banks, hotels. Credit cards "Visa", "Mastercard", "American Express", "Eurocard", traveling cheques are used.

BUSINESS HOURS: Most shops are open from 9 a.m. till 7 p.m., Saturday - 10 a.m. till 6 p.m.; big shops work on Sundays (11 a.m. - 5 p.m.). Currency exchange offices open from 8.30 a.m. till 8 p.m., some work on Sundays.

Then we conclude a Service Level Agreement (SLA). It is a contract which records the common understanding about services, priorities, responsibilities, guarantee, etc. with the main purpose to agree on the level of service. It also specifies other attributes of the service like billing and even penalties in the case of violation of the SLA.

In some cases operating level agreement is also needed (OLA). OLA defines the interdependent relationships among the internal support groups working to support a SLA. The objective of the OLA is to present a clear, concise and measurable description of the service provider's internal support relationships.
